Director of Medicaid Programs

Summary/Objective: 

The Director of Medicaid Programs is responsible for the oversight and compliance of Medicaid funded programs which currently includes Community Integration/Day Hab, Transportation and Employment Services.

Essential Jobs Overview:

  • Maintain professional relationships with individuals served, guardians, family members, co-workers and support coordination agencies. 

  • Responsible for ensuring Medicaid programs function according to TFH high quality/best practice standards, compliance with funding sources and accreditation standards. 

  • Advocate for an individual's self-expression and ensure their hopes and dreams are addressed in their Individual Support Plan (ISP) as related to TFH programs. 

  • Involvement in the development of and adherence to the annual budget.

  • Responsible for hiring, training (initial and ongoing), coaching, motivating and review of program direct support personnel (DSP) in compliance with agency policies & procedures, required contracts and best practices.

  • Responsible for program safety including oversight of the medication monitoring policy and daily, weekly, monthly safety drills.  

  • CARF accreditation administration, oversight and compliance with standards

  • Develop and maintain professional relationships with service coordinators, service providers and DMH oversight personnel

  • Collaboration with TFH leadership to fulfill TFH Strategic Plan. 

  • All other duties as assigned.

Essential Functions: 

  • Monitor and respond to program participant applications.

  • Screen, intake and onboard new individuals served in programs. 

  • Coordinate service coordinator monitoring and ensure that all follow up items such as service monitoring reports, monthly observation/QA visits, are completed and acted upon in a timely manner.

  • Oversight of staff scheduling and shift coverage within budget guidelines.

  • Supervise, including approving timesheets and PTO,  Community Integration program managers, employment services manager, art program, and administrative assistant.  

  • Weekly review of all DSP daily documentation, t-logs, transportation logs in Therap. 

  • Monthly service documentation monitoring and preparation of the service summaries due to service coordinators by the 15th of each month. 

  • Ensure accuracy of Medicaid billing before it is submitted to DMH

  • Work with TFH accounting and billing to resolve non billable services

  • Supervise the maintenance of all individuals’ served files. 

  • Responsible for supporting staff in following proper procedures for reporting of daily documentation into Therap. 

  • Provide on-call support to individuals served and staff.

  • Involved in the preparation of the goals, budget and reporting for annual Individual Support Plan (ISP) meetings for individuals served.  Ensure plans are completed within required timelines, and appropriate TFH staff attend the meetings

  • Attend quarterly DMH and MARF meetings, and opportunities for in-service training and ongoing education as required. 

  • Oversight of transportation including monthly fleet maintenance and mileage/activity tracking of fleet.

  • Assist Executive Director to develop key performance indicators for Medicaid programs.

  • Evaluate program success and administer satisfaction surveys to stakeholders.

  • Conduct regular staff meetings with Direct Support Professionals (DSP).

  • Track and remit necessary documentation for vehicles received through grants.

  • Provide necessary documentation for grants related to individual programs.

  • Ensure all necessary emergency response drills are run timely and documented.

  • Support DSP’s in promoting skills for success by developing weekly lesson plans to help clients improve their level of independence.

Supervisory Responsibility:

Responsible for the supervision of Medicaid funded program staff which currently includes community integration/day habilitation, transportation and employment services. Oversee a team of three managers, two coordinators and eighteen DSP's. 

Work Environment:

This job operates in a professional office environment and out in the community. This role routinely uses standard office equipment such as computers, phones, photocopiers and filing cabinets. May be exposed to bloodborne pathogens and/or infectious diseases.

  • While performing the duties of this job, the employee is regularly required to communicate.

  • This position requires extended periods of walking and standing with some periods of sitting – depending on the needs and activities of the individuals supported.  

  • It may require light to heavy lifting up to 40 pounds and occasional stooping, kneeling, bending, and/or climbing stairs again depending on the needs of the individual supported.  

Position Type/Expected Hours of Work:

  • Exempt.

  • Day, evening and weekend work will be required. 

  • Attend monthly board meetings and special events.

Travel:  

  • This position will be required to travel between all TFH locations and within the community. 

Required Education and Experience:

  • Bachelor’s Degree in a Human Service Field or Education or a minimum of 5 years relevant experience.

  • 5+ years of managing Medicaid programs for individuals with developmental disabilities. 

Preferred Education and Experience

  • Master’s degree in Human Services, Education or Business preferred. 

Work Authorizations:

  • Must obtain and maintain training and certification in all required areas such as  Abuse/Neglect, CPR, First Aid, Level I Medication Administration, Positive Behavior Supports, TOOLS, Crisis Intervention, and Class E driver's license.

  • All employees will complete 1-9 Employment Eligibility Verification.

  • Must have full series of COVID vaccinations
