Role Description
This is a full-time on-site role for a Safe Haven Program Manager, based in Kansas City, MO. The Safe Haven Program Manager oversees and manages the program's day-to-day operations. The program provides a low-barrier, housing-first service approach to Veterans experiencing housing instability, mental health challenges, and/or substance use disorders. This role emphasizes safety, comprehensive case management, and adherence to the Kansas City Veterans Affairs (KCVA) contract terms.
The Program Manager ensures the delivery of high-quality, person-centered care in a trauma-informed environment. This position supervises Safe Haven staff, maintains collaborative relationships with VA and internal/external stakeholders, and ensures the timely completion of administrative tasks.
Responsibilities
Program Operations & Compliance
- Ensure all contractual obligations for the KCVA Safe Haven program are met, including quality, safety, and reporting standards.
- Maintain a safe, welcoming, and respectful environment for all participants and staff.
- Implement and uphold housing-first and low-barrier service models in all aspects of program delivery.
- Monitor program performance, assess needs, and implement improvements to ensure the effectiveness and responsiveness of services.
Case Management
- Provide oversight of case management services to ensure Veterans receive comprehensive, strengths-based, and individualized care.
- Support staff in crisis intervention, care coordination, and the development of housing stability plans.
- Ensure consistent use of evidence-based practices in working with individuals with co-occurring disorders.
- Daily travel in the Kansas City Metro area, providing direct case management to clients, transporting clients to medical/mental health appointments, housing, and employment searches.
Administrative & Fiscal Management
- Complete and submit monthly VA billing and Veteran status sheet tracking accurately and in a timely manner.
- Manage staff scheduling needs
- Ensure documentation meets VA and agency standards, and provide regular audits and feedback to staff as needed.
- Monitor budgetary and resource needs related to the Safe Haven program in collaboration with leadership.
Collaboration & Communication
- Maintain ongoing, open communication with the VA Liaison, Clinical Director, and Executive Director.
- Represent the Safe Haven program at community and VA meetings as needed.
- Foster collaborative relationships with community providers, internal departments, and other partners.
Supervision & Staff Development
- Provide effective, supportive, and person-centered supervision to Safe Haven staff, including training, coaching, and performance evaluations.
- Promote staff development through regular team meetings, supervision, and ongoing education.
- Model a culture of respect, accountability, and continuous improvement.
Qualifications
- Experience in case management and staff supervision
- Skills in coordinating support services and developing program strategies
- Knowledge of compliance requirements and experience in maintaining program documentation
- Excellent written and verbal communication skills
- Strong problem-solving and decision-making abilities
- Experience in the substance use field preferred
- Knowledge of low-barrier, housing-first, and harm reduction models preferred
- Required- Master's degree in Social Work, Psychology, or a related field

- Ability to be on-call and have a flexible schedule
- Regular travel in KC metro area
Salary Range: $58,000-$65,000.
